God doesn’t desire the sacrifices of burnt offerings or the blood of bulls and goats:

We know from scripture that God required blood for the forgiveness of sins.  This is explained in the OT as well as the NT.  The book of Hebrews in the New Testament (NT) explains this fact and the difference between the blood of bulls and goats vs the blood of Jesus Christ.  A sacrifice was required to atone for sin so that we could come into the presence of God and have fellowship with Him.  But God wanted us to come to Him and receive a new heart and new spirit so that we could then obey the voice of the LORD and do His will.  Not to continue to carry around the bad heart with sinful thoughts and then to continue to come to God with our sins because we could never be cleansed.  Look at what God has to say about the sacrifices in the OT.  He never desired them, but desired obedience from the heart.

​1Sa 15:11-26  11 "I regret that I have made Saul king, for he has turned back from following Me and has not carried out My commands." And Samuel was distressed and cried out to the LORD all night. 12 Samuel rose early in the morning to meet Saul; and it was told Samuel, saying, "Saul came to Carmel, and behold, he set up a monument for himself, then turned and proceeded on down to Gilgal." 13 Samuel came to Saul, and Saul said to him, "Blessed are you of the LORD! I have carried out the command of the LORD." 14 But Samuel said, "What then is this bleating of the sheep in my ears, and the lowing of the oxen which I hear?" 15 Saul said, "They have brought them from the Amalekites, for the people spared the best of the sheep and oxen, to sacrifice to the LORD your God; but the rest we have utterly destroyed." 16 Then Samuel said to Saul, "Wait, and let me tell you what the LORD said to me last night." And he said to him, "Speak!" 17 Samuel said, "Is it not true, though you were little in your own eyes, you were made the head of the tribes of Israel? And the LORD anointed you king over Israel, 18 and the LORD sent you on a mission, and said, 'Go and utterly destroy the sinners, the Amalekites, and fight against them until they are exterminated.' 19 "Why then did you not obey the voice of the LORD, but rushed upon the spoil and did what was evil in the sight of the LORD?" 20 Then Saul said to Samuel, "I did obey the voice of the LORD, and went on the mission on which the LORD sent me, and have brought back Agag the king of Amalek, and have utterly destroyed the Amalekites. 21 "But the people took some of the spoil, sheep and oxen, the choicest of the things devoted to destruction, to sacrifice to the LORD your God at Gilgal." 22 Samuel said, "Has the LORD as much delight in burnt offerings and sacrifices As in obeying the voice of the LORD? Behold, to obey is better than sacrifice, And to heed than the fat of rams. 23 "For rebellion is as the sin of witchcraft, and stubbornness is as iniquity and idolatry. Because you have rejected the word of the LORD, He has also rejected you from being king." 24 Then Saul said to Samuel, "I have sinned; I have indeed transgressed the command of the LORD and your words, because I feared the people and listened to their voice. 25 "Now therefore, please pardon my sin and return with me, that I may worship the LORD." 26 But Samuel said to Saul, "I will not return with you; for you have rejected the word of the LORD, and the LORD has rejected you from being king over Israel."
 
Psalm 40:4-8 4 How blessed is the man who has made the LORD his trust, and has not turned to the proud, nor to those who lapse into falsehood. 5 Many, O LORD my God, are the wonders which You have done, And Your thoughts toward us; There is none to compare with You. If I would declare and speak of them, They would be too numerous to count. 6 Sacrifice and meal offering You have not desired; My ears You have opened; Burnt offering and sin offering You have not required. 7 Then I said, "Behold, I come; In the scroll of the book it is written of me. 8 I delight to do Your will, O my God; Your Law is within my heart."
 
Psalm 51:1 For the choir director. A Psalm of David, when Nathan the prophet came to him, after he had gone in to Bathsheba. Be gracious to me, O God, according to Your lovingkindness; According to the greatness of Your compassion blot out my transgressions. 2 Wash me thoroughly from my iniquity and cleanse me from my sin. 3 For I know my transgressions, And my sin is ever before me. 4 Against You, You only, I have sinned and done what is evil in Your sight, So that You are justified when You speak And blameless when You judge. 5 Behold, I was brought forth in iniquity, and in sin my mother conceived me. 6 Behold, You desire truth in the innermost being, and in the hidden part You will make me know wisdom. 7 Purify me with hyssop, and I shall be clean; Wash me, and I shall be whiter than snow. 8 Make me to hear joy and gladness, Let the bones which You have broken rejoice. 9 Hide Your face from my sins And blot out all my iniquities. 10 Create in me a clean heart, O God, and renew a steadfast spirit within me. 11 Do not cast me away from Your presence And do not take Your Holy Spirit from me. 12 Restore to me the joy of Your salvation And sustain me with a willing spirit. 13 Then I will teach transgressors Your ways, and sinners will be converted to You. 14 Deliver me from bloodguiltiness, O God, the God of my salvation; Then my tongue will joyfully sing of Your righteousness. 15 O Lord, open my lips, That my mouth may declare Your praise. 16 For You do not delight in sacrifice, otherwise I would give it; You are not pleased with burnt offering. 17 The sacrifices of God are a broken spirit; a broken and a contrite heart, O God, You will not despise. 18 By Your favor do good to Zion; Build the walls of Jerusalem. 19 Then You will delight in righteous sacrifices, In burnt offering and whole burnt offering; Then young bulls will be offered on Your altar.
 
 
Isaiah 1:2-28  2 Listen, O heavens, and hear, O earth; For the LORD speaks, "Sons I have reared and brought up, But they have revolted against Me. 3 "An ox knows its owner, And a donkey its master's manger, But Israel does not know, My people do not understand." 4 Alas, sinful nation, People weighed down with iniquity, Offspring of evildoers, Sons who act corruptly! They have abandoned the LORD, They have despised the Holy One of Israel, They have turned away from Him. 5 Where will you be stricken again, as you continue in your rebellion? The whole head is sick and the whole heart is faint. 6 From the sole of the foot even to the head there is nothing sound in it, only bruises, welts and raw wounds, not pressed out or bandaged, nor softened with oil. 7 Your land is desolate, your cities are burned with fire, your fields-- strangers are devouring them in your presence; It is desolation, as overthrown by strangers. 8 The daughter of Zion is left like a shelter in a vineyard, like a watchman's hut in a cucumber field, like a besieged city. 9 Unless the LORD of hosts had left us a few survivors, we would be like Sodom, we would be like Gomorrah. 10 Hear the word of the LORD, You rulers of Sodom; Give ear to the instruction of our God, You people of Gomorrah. 11 "What are your multiplied sacrifices to Me?" Says the LORD. "I have had enough of burnt offerings of rams and the fat of fed cattle; And I take no pleasure in the blood of bulls, lambs or goats. 12 "When you come to appear before Me, Who requires of you this trampling of My courts? 13 "Bring your worthless offerings no longer, Incense is an abomination to Me. New moon and sabbath, the calling of assemblies-- I cannot endure iniquity and the solemn assembly. 14 "I hate your new moon festivals and your appointed feasts, They have become a burden to Me; I am weary of bearing them. 15 "So when you spread out your hands in prayer, I will hide My eyes from you; Yes, even though you multiply prayers, I will not listen. Your hands are covered with blood. 16 "Wash yourselves, make yourselves clean; Remove the evil of your deeds from My sight. Cease to do evil, 17 Learn to do good; Seek justice, Reprove the ruthless, Defend the orphan, Plead for the widow. 18 "Come now, and let us reason together," Says the LORD, "Though your sins are as scarlet, They will be as white as snow; Though they are red like crimson, They will be like wool. 19 "If you consent and obey, You will eat the best of the land; 20 "But if you refuse and rebel, You will be devoured by the sword." Truly, the mouth of the LORD has spoken. 21 How the faithful city has become a harlot, She who was full of justice! Righteousness once lodged in her, But now murderers. 22 Your silver has become dross, your drink diluted with water. 23 Your rulers are rebels and companions of thieves; everyone loves a bribe and chases after rewards. They do not defend the orphan, nor does the widow's plea come before them. 24 Therefore the Lord GOD of hosts, The Mighty One of Israel, declares, "Ah, I will be relieved of My adversaries And avenge Myself on My foes. 25 "I will also turn My hand against you, And will smelt away your dross as with lye And will remove all your alloy. 26 "Then I will restore your judges as at the first, and your counselors as at the beginning; After that you will be called the city of righteousness, A faithful city." 27 Zion will be redeemed with justice and her repentant ones with righteousness. 28 But transgressors and sinners will be crushed together, and those who forsake the LORD will come to an end.
 
Isaiah 66:1-4  Thus says the LORD, "Heaven is My throne and the earth is My footstool. Where then is a house you could build for Me? And where is a place that I may rest? 2 "For My hand made all these things, thus all these things came into being," declares the LORD. "But to this one I will look, to him who is humble and contrite of spirit, and who trembles at My word. 3 "But he who kills an ox is like one who slays a man; He who sacrifices a lamb is like the one who breaks a dog's neck; He who offers a grain offering is like one who offers swine's blood; He who burns incense is like the one who blesses an idol. As they have chosen their own ways, and their soul delights in their abominations, 4 So I will choose their punishments and will bring on them what they dread. Because I called, but no one answered; I spoke, but they did not listen. And they did evil in My sight And chose that in which I did not delight."
 
Jeremiah 7:21-28  21 Thus says the LORD of hosts, the God of Israel, "Add your burnt offerings to your sacrifices and eat flesh. 22 "For I did not speak to your fathers, or command them in the day that I brought them out of the land of Egypt, concerning burnt offerings and sacrifices. 23 "But this is what I commanded them, saying, 'Obey My voice, and I will be your God, and you will be My people; and you will walk in all the way which I command you, that it may be well with you.' 24 "Yet they did not obey or incline their ear, but walked in their own counsels and in the stubbornness of their evil heart, and went backward and not forward. 25 "Since the day that your fathers came out of the land of Egypt until this day, I have sent you all My servants the prophets, daily rising early and sending them. 26 "Yet they did not listen to Me or incline their ear, but stiffened their neck; they did more evil than their fathers. 27 "You shall speak all these words to them, but they will not listen to you; and you shall call to them, but they will not answer you. 28 "You shall say to them, 'This is the nation that did not obey the voice of the LORD their God or accept correction; truth has perished and has been cut off from their mouth.
 
Jeremiah 14:10-16  10 Thus says the LORD to this people, "Even so they have loved to wander; they have not kept their feet in check. Therefore the LORD does not accept them; now He will remember their iniquity and call their sins to account." 11 So the LORD said to me, "Do not pray for the welfare of this people. 12 "When they fast, I am not going to listen to their cry; and when they offer burnt offering and grain offering, I am not going to accept them. Rather I am going to make an end of them by the sword, famine and pestilence." 13 But, "Ah, Lord GOD!" I said, "Look, the prophets are telling them, 'You will not see the sword nor will you have famine, but I will give you lasting peace in this place.'" 14 Then the LORD said to me, "The prophets are prophesying falsehood in My name. I have neither sent them nor commanded them nor spoken to them; they are prophesying to you a false vision, divination, futility and the deception of their own minds. 15 "Therefore thus says the LORD concerning the prophets who are prophesying in My name, although it was not I who sent them-- yet they keep saying, 'There will be no sword or famine in this land '-- by sword and famine those prophets shall meet their end! 16 "The people also to whom they are prophesying will be thrown out into the streets of Jerusalem because of the famine and the sword; and there will be no one to bury them-- neither them, nor their wives, nor their sons, nor their daughters-- for I will pour out their own wickedness on them.

  • [False shepherds/prophets] - Jeremiah 23:1-40 "Woe to the shepherds who are destroying and scattering the sheep of My pasture!" declares the LORD. 2 Therefore thus says the LORD God of Israel concerning the shepherds who are tending My people: "You have scattered My flock and driven them away, and have not attended to them; behold, I am about to attend to you for the evil of your deeds," declares the LORD. 3 "Then I Myself will gather the remnant of My flock out of all the countries where I have driven them and bring them back to their pasture, and they will be fruitful and multiply. 4 "I will also raise up shepherds over them and they will tend them; and they will not be afraid any longer, nor be terrified, nor will any be missing," declares the LORD. 5 "Behold, the days are coming," declares the LORD, "When I will raise up for David a righteous Branch; And He will reign as king and act wisely And do justice and righteousness in the land. … 10 For the land is full of adulterers; For the land mourns because of the curse. The pastures of the wilderness have dried up. Their course also is evil and their might is not right. 11 "For both prophet and priest are polluted; Even in My house I have found their wickedness," declares the LORD. 12 "Therefore their way will be like slippery paths to them, they will be driven away into the gloom and fall down in it; for I will bring calamity upon them, the year of their punishment," declares the LORD. … 14 "Also among the prophets of Jerusalem I have seen a horrible thing: The committing of adultery and walking in falsehood; and they strengthen the hands of evildoers, So that no one has turned back from his wickedness. All of them have become to Me like Sodom, And her inhabitants like Gomorrah. 15 "Therefore thus says the LORD of hosts concerning the prophets, 'Behold, I am going to feed them wormwood and make them drink poisonous water, For from the prophets of Jerusalem Pollution has gone forth into all the land.'" 16 Thus says the LORD of hosts, "Do not listen to the words of the prophets who are prophesying to you. They are leading you into futility; they speak a vision of their own imagination, not from the mouth of the LORD. 17 "They keep saying to those who despise Me, 'The LORD has said, "You will have peace "'; And as for everyone who walks in the stubbornness of his own heart, They say, 'Calamity will not come upon you.' 18 "But who has stood in the council of the LORD, That he should see and hear His word? Who has given heed to His word and listened? 19 "Behold, the storm of the LORD has gone forth in wrath, Even a whirling tempest; It will swirl down on the head of the wicked. … 22 "But if they had stood in My council, Then they would have announced My words to My people, And would have turned them back from their evil way And from the evil of their deeds. 23 "Am I a God who is near," declares the LORD, "And not a God far off? 24 "Can a man hide himself in hiding places so I do not see him?" declares the LORD. "Do I not fill the heavens and the earth?" declares the LORD. 25 "I have heard what the prophets have said who prophesy falsely in My name, saying, 'I had a dream, I had a dream!' 26 "How long? Is there anything in the hearts of the prophets who prophesy falsehood, even these prophets of the deception of their own heart,28 "The prophet who has a dream may relate his dream, but let him who has My word speak My word in truth. What does straw have in common with grain?" declares the LORD. 29 "Is not My word like fire?" declares the LORD, "and like a hammer which shatters a rock? 30 "Therefore behold, I am against the prophets," declares the LORD, "who steal My words from each other. 31 "Behold, I am against the prophets," declares the LORD, "who use their tongues and declare, 'The Lord declares.' 32 "Behold, I am against those who have prophesied false dreams," declares the LORD, "and related them and led My people astray by their falsehoods and reckless boasting; yet I did not send them or command them, nor do they furnish this people the slightest benefit," declares the LORD. 33 "Now when this people or the prophet or a priest asks you saying, 'What is the oracle of the LORD?' then you shall say to them, 'What oracle?' The LORD declares, 'I will abandon you.' … 36 "For you will no longer remember the oracle of the LORD, because every man's own word will become the oracle, and you have perverted the words of the living God, the LORD of hosts, our God. … 39 "Therefore behold, I will surely forget you and cast you away from My presence, along with the city which I gave you and your fathers. 40 "I will put an everlasting reproach on you and an everlasting humiliation which will not be forgotten."
 
  • Jeremiah 15:1-7  Then the LORD said to me, "Even though Moses and Samuel were to stand before Me, My heart would not be with this people; send them away from My presence and let them go! 2 "And it shall be that when they say to you, 'Where should we go?' then you are to tell them, 'Thus says the LORD: "Those destined for death, to death; And those destined for the sword, to the sword; And those destined for famine, to famine; And those destined for captivity, to captivity."' 3 "I will appoint over them four kinds of doom," declares the LORD: "the sword to slay, the dogs to drag off, and the birds of the sky and the beasts of the earth to devour and destroy. 4 "I will make them an object of horror among all the kingdoms of the earth because of Manasseh, the son of Hezekiah, the king of Judah, for what he did in Jerusalem. 5 "Indeed, who will have pity on you, O Jerusalem, Or who will mourn for you, Or who will turn aside to ask about your welfare? 6 "You who have forsaken Me," declares the LORD, "You keep going backward. So I will stretch out My hand against you and destroy you; I am tired of relenting! 7 "I will winnow them with a winnowing fork at the gates of the land; I will bereave them of children, I will destroy My people; They did not repent of their ways.
 
 
 
Mathew 9:13  13 "But go and learn what this means: 'I DESIRE COMPASSION, AND NOT SACRIFICE,' for I did not come to call the righteous, but sinners."
Mathew 12:7 7 "But if you had known what this means, 'I DESIRE COMPASSION, AND NOT A SACRIFICE,' you would not have condemned the innocent.
  • So what does this mean?  Well it is taken from Hosea chapter 6, let’s take a look at some passages from Hosea:
Hosea 4:1 Listen to the word of the LORD, O sons of Israel, For the LORD has a case against the inhabitants of the land, Because there is no faithfulness or kindness or knowledge of God in the land.
Hosea 4:6  6 My people are destroyed for lack of knowledge. Because you have rejected knowledge, I also will reject you from being My priest. Since you have forgotten the law of your God, I also will forget your children.
Hosea 5:4-6  4 Their deeds will not allow them To return to their God. For a spirit of harlotry is within them, and they do not know the LORD. 5 Moreover, the pride of Israel testifies against him, And Israel and Ephraim stumble in their iniquity; Judah also has stumbled with them. 6 They will go with their flocks and herds to seek the LORD, but they will not find Him; He has withdrawn from them.
 
Hosea 6:4-7  4 What shall I do with you, O Ephraim? What shall I do with you, O Judah? For your faithfulness is like a morning cloud and like the dew which goes away early. 5 Therefore I have hewn them in pieces by the prophets; I have slain them by the words of My mouth; And the judgments on you are like the light that goes forth. 6 For I delight in mercy rather than sacrifice, and in the knowledge of God rather than burnt offerings. 7 But like Adam they have transgressed the covenant; There they have dealt treacherously against Me.
 
Hosea 8:13-14  13 As for My sacrificial gifts, They sacrifice the flesh and eat it, But the LORD has taken no delight in them. Now He will remember their iniquity, and punish them for their sins; They will return to Egypt. 14 For Israel has forgotten his Maker and built palaces; And Judah has multiplied fortified cities, But I will send a fire on its cities that it may consume its palatial dwellings.
 
Hosea 9:15-17 15 All their evil is at Gilgal; Indeed, I came to hate them there! Because of the wickedness of their deeds I will drive them out of My house! I will love them No more; All their princes are rebels. 16 Ephraim is stricken, their root is dried up, They will bear no fruit. Even though they bear children, I will slay the precious ones of their womb. 17 My God will cast them away Because they have not listened to Him; and they will be wanderers among the nations.
 
Hosea 10:10-15  10 When it is My desire, I will chastise them; And the peoples will be gathered against them when they are bound for their double guilt. 11 Ephraim is a trained heifer that loves to thresh, But I will come over her fair neck with a yoke; I will harness Ephraim, Judah will plow, Jacob will harrow for himself. 12 Sow with a view to righteousness, Reap in accordance with kindness; Break up your fallow ground, For it is time to seek the LORD until He comes to rain righteousness on you. 13 You have plowed wickedness, you have reaped injustice, You have eaten the fruit of lies. Because you have trusted in your way, in your numerous warriors, 14 Therefore a tumult will arise among your people, and all your fortresses will be destroyed, as Shalman destroyed Beth-arbel on the day of battle, When mothers were dashed in pieces with their children. 15 Thus it will be done to you at Bethel because of your great wickedness. At dawn the king of Israel will be completely cut off.
 
Hosea 12:2  2 The LORD also has a dispute with Judah, And will punish Jacob according to his ways; He will repay him according to his deeds.
  • Rom 2:4-8  4 Or do you think lightly of the riches of His kindness and tolerance and patience, not knowing that the kindness of God leads you to repentance? 5 But because of your stubbornness and unrepentant heart you are storing up wrath for yourself in the day of wrath and revelation of the righteous judgment of God, 6 who WILL RENDER TO EACH PERSON ACCORDING TO HIS DEEDS: 7 to those who by perseverance in doing good seek for glory and honor and immortality, eternal life; 8 but to those who are selfishly ambitious and do not obey the truth, but obey unrighteousness, wrath and indignation.
 
Hosea 13:3-9  3 Therefore they will be like the morning cloud and like dew which soon disappears, Like chaff which is blown away from the threshing floor and like smoke from a chimney. 4 Yet I have been the LORD your God Since the land of Egypt; And you were not to know any god except Me, For there is no savior besides Me. 5 I cared for you in the wilderness, In the land of drought. 6 As they had their pasture, they became satisfied, and being satisfied, their heart became proud; Therefore they forgot Me. 7 So I will be like a lion to them; Like a leopard I will lie in wait by the wayside. 8 I will encounter them like a bear robbed of her cubs, and I will tear open their chests; There I will also devour them like a lioness, As a wild beast would tear them. 9 It is your destruction, O Israel, That you are against Me, against your help.
 
Hosea 14:1-2 Return, O Israel, to the LORD your God, for you have stumbled because of your iniquity. 2 Take words with you and return to the LORD. Say to Him, "Take away all iniquity and receive us graciously, that we may present the fruit of our lips.
 
Hosea 14:9 9 Whoever is wise, let him understand these things; Whoever is discerning, let him know them. For the ways of the LORD are right, and the righteous will walk in them, But transgressors will stumble in them.
 
 
Amos 5:14-25  14 Seek good and not evil, that you may live; And thus may the LORD God of hosts be with you, Just as you have said! 15 Hate evil, love good, And establish justice in the gate! Perhaps the LORD God of hosts May be gracious to the remnant of Joseph. 16 Therefore thus says the LORD God of hosts, the Lord, "There is wailing in all the plazas, And in all the streets they say, 'Alas! Alas!' They also call the farmer to mourning and professional mourners to lamentation. 17 "And in all the vineyards there is wailing, because I will pass through the midst of you," says the LORD. 18 Alas, you who are longing for the day of the LORD, for what purpose will the day of the LORD be to you? It will be darkness and not light; 19 as when a man flees from a lion And a bear meets him, Or goes home, leans his hand against the wall And a snake bites him. 20 Will not the day of the LORD be darkness instead of light, even gloom with no brightness in it? 21 "I hate, I reject your festivals, Nor do I delight in your solemn assemblies. 22 "Even though you offer up to Me burnt offerings and your grain offerings, I will not accept them; And I will not even look at the peace offerings of your fatlings. 23 "Take away from Me the noise of your songs; I will not even listen to the sound of your harps. 24 "But let justice roll down like waters And righteousness like an ever-flowing stream. 25 "Did you present Me with sacrifices and grain offerings in the wilderness for forty years, O house of Israel?
  • Amo 8:2-3 2 He said, "What do you see, Amos?" And I said, "A basket of summer fruit." Then the LORD said to me, "The end has come for My people Israel. I will spare them no longer. 3 "The songs of the palace will turn to wailing in that day," declares the Lord GOD. "Many will be the corpses; in every place they will cast them forth in silence."
  • Amo 8:11-12  11 "Behold, days are coming," declares the Lord GOD, "When I will send a famine on the land, Not a famine for bread or a thirst for water, But rather for hearing the words of the LORD. 12 "People will stagger from sea to sea And from the north even to the east; They will go to and fro to seek the word of the LORD, But they will not find it.
  • Amo 9:1-4  I saw the Lord standing beside the altar, and He said, "Smite the capitals so that the thresholds will shake, And break them on the heads of them all! Then I will slay the rest of them with the sword; They will not have a fugitive who will flee, Or a refugee who will escape. 2 "Though they dig into Sheol, From there will My hand take them; And though they ascend to heaven, From there will I bring them down. 3 "Though they hide on the summit of Carmel, I will search them out and take them from there; And though they conceal themselves from My sight on the floor of the sea, From there I will command the serpent and it will bite them. 4 "And though they go into captivity before their enemies, From there I will command the sword that it slay them, And I will set My eyes against them for evil and not for good."

Shall I present my first-born for my rebellious acts, The fruit of my body for the sin of my soul? 8 He has told you, O man, what is good; and what does the LORD require of you But to do justice, to love kindness, And to walk humbly with your God?
